The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: hopeful statements are released from various governments. Significant resources is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Not long after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until situations evolve in its favour.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
